So what does one do?
Nothing.
Well, not absolutely nothing.
If..... as is the case with most skilled workers, you want to find a job before landing in Canada and you cannot find a job before starting the process, then you can still act to mitigate as much risk as possible, by applying for jobs much later in the process.
That doesn't mean you shouldn't do some research about the economic atmosphere in Canada, and about the industry that you work in right now of course.
Start the immigration process first and then apply for a job when the immigration process is close to complete. We will tell you that there should now only be 2 to 3 months or more before your permanent resident visa's are issued and it should be at this time that you start to look for a job in Canada.
